Portland / Vancouver Interstate-5 Partnership The Portland/Vancouver I-5 Transportation and Trade Partnership brings together Washington and Oregon citizens and leaders to respond to concerns about growing congestion on I-5 between Portland and Vancouver. The purpose of this project is to develop a long-range strategic plan to manage and improve transportation in the I-5 corridor stretching from I-84 in downtown Portland to I-205 north of Vancouver.
